Senate passes Harper Angel's special needs bill
FRANKFORT - The Kentucky State Senate passed Senator Denise Harper Angel's special needs bill that protects assistance dogs and their handlers.
Senate Bill 23 will prohibit the denial of emergency medical treatment to assistance dogs because of their handler's ability to pay prior to treatment.
"These animals are much more than pets, they are the eyes and ears of the visually impaired and they help them navigate through life," said Harper Angel, D-Louisville. "The sad reality is that many times people with disabilities who are partnered with these assistance animals do not have the means to pay cash in advance for expensive life saving."
